EPA’s Final Clean Power Plan

The EPA released the final Clean Power Plan (CPP) rule regulating carbon emissions from existing electric generators on August 3, 2015.  While many state environmental agencies, utilities and other key stakeholders were already organizing in advance of the final rule, they are now armed with final emission goals, timelines, and details to take definitive action, including compliance planning, legal action or both.

Pace Global has developed the following initial assessment of the EPA’s final Clean Power Plan, which includes key differences from the draft plan, high level impacts to generation mix; winners and losers; state goals and incremental reductions required; and some of the challenges we see in the formulation of state plans.
