Risk Integrated Resource Plan Advisory

Client Need:
A large municipal utility required support to analyze and assess a variety of resource plan concepts proposed by external stakeholder groups concerned with both least cost and environmental objectives.

Pace Global performed a two-phase resource planning exercise in order to support an electric utility client in its public evaluation of multiple potential portfolio strategies.  Phase I involved the use of Pace Global’s portfolio option screening tool to develop alternatives around a variety of planning concepts, including objectives focused around least cost, achievement of renewable or carbon reduction targets, demand side options, and breakthrough technologies.  Phase II subjected a selection of the portfolios screened in Phase I to a rigorous risk assessment, considering uncertainties in fuel prices, energy demand, capital costs for new units, and wind output.  In evaluating the various portfolio options, the analysis examined the tradeoffs between cost, risk, and environmental stewardship.  Pace Global presented the results of its analysis in various publics forums and worked with a community task force to assess portfolio performance, refine the utility’s plan, and support a recommendation.


Results
Results:
The client developed a publically-vetted long-term resource plan through the successful deployment of a process to evaluate the tradeoffs between the objectives of various stakeholders within the community.
